multi payments/customer service

cannot believe that after more than a week this farce is still on going, multi payments taken on 28th jan some payments returned today but not all,leaving my account with paypal showing a deficit so cannot use. and to add insult to injury have tried calling the customer service line over a dozen time during the lastweek, been given a case number, to,d to hold and am then cut off...numerous emails later and still no response either...how on earth am i supposed to resolve this when there is no customer service? And what are the chances of me getting my money back and extra charges incurred without having to take legal action?/
