(Buyer)
Yesterday (6th January 2017) I had won an auction for a phone then paid immediately after. next day the seller had a problem and had to refund me. I'm just wondering how long it takes for the refund to ''clear'' and get back to me? the only payment/card I have set up with my paypal account is my bank debt card.

OK, would have been helpful if you had made that clear at the start really but heres your answer >>
If you funded the original paypal payment to the seller with a debit or credit card then it won't go back to your paypal balance.
Once marked as completed it will automatically go back to your bank account or credit card but takes up to a week to process through to the bank and a bit longer for a c.c (paypal say allow 30 days but I have never waited longer than a week for mine).
Advice is voluntary.

I've clicked on Summary and it loads all my transanctions. above those it says Completed.

Do you mean that the funds are in your balance or that the refund is showing in your transaction history?
Only if you paid via a debit card and NOT instant bank transfer then the seller ''sent'' you a payment and did not use the refund option.
If they had used the refund option it would automatically go back to your card.
As its in your paypal balance you can withdraw it to any bank account (not card) that you have linked to your paypal account.
Or you can leave it in there and it will be used when you next purchase items.

My paypal balance is 0.00, I paid with a debt card (Halifax rewards account) it appears in the transaction history

Yes it is daft as the paypal email states the refund has gone back to your paypal account so folks think it means the balance.
But don't worry as i always pay with a card and it nearly always clears through in about a week.
