buying with PayPal on eBay

I have just paid for an item on eBay and the transaction shows as completed..

The seller has now contacted me saying they have a problem receiving payments and could I take cash when I collect. I am concerned that if I do I will end up paying twice as I am unable to cancel a completed payment.

Does this sound like a scam?

Sounds as if the seller is selling on a personal account (which they are not allowed to do) and have been told to upgrade to accept your payment and don't want to as that means they have to pay a fee OR the payment is pending as they are new sellers and they don't want to wait for the funds to clear.

This is the sellers problem and not yours, tell them you are happy to bring cash as long as you have a CLEARED refund first. If they don't do that then the only way you can get your money back is by filing a dispute for non receipt of item.
