I returned an item to seller for a refund, 1st class & obtained proof of postage as requested on sellers website . Seller will not respond to my emails re- if item has been received & when can I have my refund they just request the tracking number. I opened a dispute again them with PayPal outlining as above. Now PayPal inform me I am entitled to refund and want item retuned giving them a tracking number. Very frustrated as item already returned & I do have proof of postage, but did not return using tracking... Can I still move this case forwards for a refund???

If you file a dispute with paypal you always have to provide a tracking number to prove delivery of the item back to the seller before being refunded.
Normally if you don't provide a tracking number you don't get a refund.
