Taking money from my debit card

High I I have had to cancel my direct debit with pay pal can they take money from my debit card I phoned my bank today and they said they can only take money if a direct debit has been returned  just wanted to known if anybody can verify this thanks

They can take any authorised payments from any funding source you have linked to your paypal account.
