Steam £5 offer not able to save

I am wanting to make the most of the Steam sale. got a few games lined up, over £20 total. I looked for information on this £5 thing before completing checkout. Thankfully read up I had to save the offer first etc. Now when i try and do it I am being told "Thanks you for being a loyal customer. Unfortunately, you can't save any more offers for this merchant at the moment." This is the first time I have tried to save an offer that I am aware of

I saved it and made a purchase but it didn't apply. Somthing is going wrong.

It seems there was a cap on the amount of money paypal would give out.... £24000 went really quickly... 😞

They shouldn't make the offer if they couldn't afford it. False advertising.

@PayPalUK on Twitter says they only put aside £24K for the offer (which would never last till July 5th) and they ran out of money.

So no, it won't work now.
