Seller not responding to a dispute, what will happen?

So i ordered something from a seller and did not recieve the item in time stated, i've waited the mandatory week and filed and escalated a dispute with paypal.
I've tried to contact them through paypal multiple times throught this week and they've not responded.
What happens if they don't respond to paypal? Will i win?
Also i have evidence that they were aware they recieded the payment, so basically just stole my money 😕
(It's only £25 so not a big deal but bloody annoying)

If you win the claim and the seller does not refund you then normally paypal will do so under their buyer protection scheme and then they will chase the seller to get their money back again.
Advice is voluntary.
