I need to refund someone but on my paypal account it says 'held' due to the fact a case has been open. We have both agreed to the refund but paypal has still not released the balance. It has been like this for 3 days now. How can I refund him when my paypal is in a negative balance?
Contact customer services and they will release the held funds back to the buyer.
Click on the words "Contact us" at the bottom of paypal pages > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).
When you get through don't select any options just hang on till you get transfered to an agent.
