I'm sorry to hear of the difficulties that you have been experiencing when trying to locate your refund.
If you have only received a partial amount to your PayPal balance, it sounds to me as though your payment may have been partially funded with a credit/debit card. When a payment is refunded and a card was used to partially fund the payment, we would refund the payment directly back to the card that was used.
