If you mean that there is a payment for that amount in your direct debit mandate then that would be the amount that you paid to your last seller.
Its not quarterly.
When you add a bank account paypal sets up the direct debit mandate so when you pay a seller they can take the amount from your bank account via electronic transfer. So only the last time you did this would show on your online banking.
Its the same as other direct debits, i have one for the electric eg £259 but that is not that exact amount every quarter, its just the last time that I paid it.
If you cancel that direct debit then you will no longer be able to use your bank account as a funding source.
