Paid for an item as guest, didnt recive item and cant get money back please help

hi i paid for an iteam as a guest to paypal as i didnt use it very much, unfortuneatly i didnt recive the item as the seller took the money but then sold the item to the next highest bidder thay had a full pay pal acount so thay the seller could recive the money instantly, i have contacted the sell but hasnt sent me my money back and it has now been nearly a month 

if you know how to solve this i would love to here how please help

Ring paypal and ask them what they are going to do about this, but what they say on the phone normally contradicts what they do in practice 😞
