Paid a seller whose PayPal account is on hold

Hi, I'm hoping I can get advice here. I won an item on eBay and paid the seller same day. The next day, he emails that his PayPal account has a problem i.e. it's on hold and asks me to make payment via his wife's account before he will send the item! How and when can I get a refund? He says he cannot access his account at all and frankly I think he's being unreasonable by expecting me to make payment again without clarifying how or when I'll get a refund. Has anyone had experience with this? What do I do? --PrettyHypie12

If its an ebay transaction then he may be subject to a payment hold as a new seller but should still send the item as you have done nothing wrong.

 

I would tell him you have paid and expect the item sent to you promptly and as the payment has completed you can't cancel it.........that is if it does state completed in your paypal account.

 

If he still refuses to send then file for item not received via the resolution tab in your paypal account > put in what has happened and give the seller a chance to refund or send the item.

 

If he does neither then escalate the dispute to a claim, if he does not provide a tracking number within 10 days to prove you received the item then you should be refunded.

 

Then i would leave appropriate feedback to warn other buyers if it was an ebay transaction.
