How do I get the fee incurred back from a seller who refunded me

Hi
I opened a case on Ebay and I recently received a refund from a seller for item not as described. I have been charged a fee so therefore have not received my full amount.
I emailed the seller who said they paid through the bank (as Paypal was holding their funds until I receive my refund ) , so I explained because they paid through the bank I have been charged a fee which they should have incurred and if they wish they can pay me the rest so the case can be closed or wait until I get a response from Ebay of what to do to get the remainder back.
They have refused to pay any more stating the correct amount has been taken from there account(which it will do)
I wont close the case until I get all of my money back even though its not much its the principle of it selling me fake goods.
Can I open a dispute in Paypal?
Can someone help me with this please ?

The seller could have sent a refund without a charge if they had contacted paypal and agreed to the refund.
But as their funds were "tied up" they probably didn't realise this so they used the "send money" function instead of the "refund function".
I appreciate you were charged but the seller was trying to do the correct thing.
If you opened a dispute on ebay then you can't open another one on paypal. If i were you i would accept it and close the dispute as your seller was trying to do the correct thing.
Advice is voluntary.

Hi,
I was wondering did you get the full refund in the end?
I have the same issue. Seller made a mistake on listing and sent full refund including my cost to return. Great I thought.
That is until I checked and paypal have deducted money from the refund
Please let me know how you got on thanks.

No I didnt get my money back in the end which was disappointing as it was the sellers mistake not mine, but what was also disappointing was that I contacted Ebay Chat twice about this isue who stated It would have to be dealt with by a special team who investigate it, they didnt even respond.
If you are amicable with your seller you could explain what has happened and see what they say as they might not be aware, but if they say refund the money and they will send it again be very careful as I did my refund through a case so then I was tracked through the resolution team, I think its something to do with whether they press "personal" or "ebay items" when they send money through paypal, Unfortunately my seller wasnt very pleasant!
Seek advice either call Ebay or go to Live chat I hope you get a better response than I did also contact your seller to see if they are aware.
