Closing an open case before a refund is made

Hello,
My seller who is in China is asking me to first close an open case in eBay before he can do my refund on PayPal. I am not very sure if I should do that because what is I close the case and he does not refund me? What next?
Is he right by asking me to close the open case before he can do a refund?

Noooooooo if you close it then you won't hear from him again, he is trying to scam you.
Once a case is closed you can't re-open it.
There is no reason why he can't refund you which will then close the dispute AFTER he has done so.
Let the claim continue.

That is what I thought. I have written back to them telling them that I will not be comfortable closing the case before my refund is done. Also that I dont think the open case on eBay and the refund at PayPal have any connection at all.
I am so frustrated by these guys.
