I tried to pay someone who doesn't use PayPal. Now I want to get a refund for that payment, but PayPal is not giving me the option to cancel. Can anyone help?
There is only a cancel option if the email address was an invalid one and did not exist.
If it does exist but is not linked to a paypal account then the email address owner will get an email to say he can open up a paypal account to receive the money, if he chooses not to then the pending status times out 30 days after you sent it.
