partial refund to buyer to send back an item. No item was returned.

I partially refunded a buyer so that he could send back an item he had bought. He stated he would send the item about 3 weeks ago and the item hasn't showed up. I've tried to email him but no response. So now I'm trying to get the refund back. How would I go about doing that?

You can't.  have you tried calling him to see it it was returned.
