Should I be penalized for seller sending me defective merchandise

I purchased a used computer recharagable battery, and it was DOA, and could not be charged, I proved it was a bad battery by testing it in two other computers, same result. i returned it to the seller, but he did not refund what I paid for it, but deducted a small amount. Is this the way we do business??

NO, you can file a snad claim with paypal. Paypal will ask for the online viewable D/C number you shipped it back with. Paypal will then refund you full purchase price, minus the refund amout your seller already gave you.
You have up to 45 days from your payment date to file with paypal. Once a dispaute is filed, you must escalate it with 20 days to a paypal claim. if you don't it will close out in the sellers favor.
Also Paypal will do very little , if anthing till its escalated to a Paypal claim.
Once a dispute/claim is filed it can not be reopened once closed. So it the seller tells you to close it so he can refund you, don't. Tell him to refund then you will close it.
