Seller did not timely ship, therefore I want money back, not item

I bought some needed computer thingy and the listing promised same-day shipping if paid before 2:00 EST.  Seller did not ship same day, so I decided I'd rather buy the item locally.  Thus I no longer want the seller's item, which hasn't actually been shipped yet.

Do I have any options?

Seller says item has left warehouse but Delivery Confirmation does not yet show it as accepted at post office.  I sent a message to the seller 4 hours ago and just got a reply.

Seller says they got confirmation of order/payment 4 hours after I paid it.  Does PayPal take that long?
