MODERATOR? Why are PayPal fee's no longer refunded?

A few days ago I received a small $1 payment which was refunded today.  When I issue a refund, does PayPal no longer refund the fee's charged for the transaction?  Please see the below pic to find what I am talking about.

The buyer is refunded in full, but the seller is still charged the 30 cent fee

Wow, I just don't understand why PayPal would still want to get paid even though the seller is no longer getting paid.

Because the credit card companies, still charge them a fee for every refund.

Not trying to second guess you but do you know this for a fact or is this a simple guess?  PP did not always remove .30 cents on a refund and my alternate merchant account does not charge this fee (along with AlertPay).  Just wondering where this came from and why the sudden change when merchant banks are still not doing this to everyday clients.

Paypal is fined "charged" for excessive chargebacks in the past.  My guess is that the 30 cents is to cover some of the cost

I agree this is probably to cover some shortfall on PP's end.  I had a payment I needed to refund but could not do it from PP.com so I called into PP.  First was told I could not do it and there was nothing they could do.  Was transferred to a woman who refunded the payment for me and credited back the transaction fee.  I asked, "Not trying to be rude but why are you crediting me the transaction fee on this transaction".  She replied with that is their standard protocol so I explained I do not receive it when I refund someone through PP.com........that was the last of the conversation.  So obviously there is a glitch in communication between the website programmers and non-outsourced PP employees.

Oh no!  I sold my purse to this woman for 705.00 and now she wants a refund because she thinks it's fake!  Paypal charged me 20.75 for it!  Will they refund me any portion of that since the transaction didn't go through?  Plus Ebay charged me 52.00!!! What did I get myself into!?  This is my first sale.  I'm so **bleep**ed!
