Is this guy telling the truth. Can he refund when account is limited?

I have a user that I paid and now he says his account is limited. Can he refund my money when his account is limited? He says he will not be following through with our transaction because you are limiting his account. I need to know if he is telling me the truth. Thank you

It sounds like you have tried to come to a resolution with your seller.  (which we always appreciate when buyers and sellers come to a resolution).   However, there are the instances where you need additional help getting a resolution.

You can file a dispute by visiting our Resolution Center, and click on Open a dispute.
