I was charged $250 by a merchant for photography services. I cancelled the VERY next day and asked for a refund. I was only refunded $200. When asked, the merchant told me that he was charged a $50 fee by Paypal to issue a refund. This seems a bit high to me. Does anyone have any information?

The only amount the seller doesn't get back is 30 cents. You shoukd have been refunded in full.
You can file a payapl dispute and escalate it to a claim. Paypal will then refund you in full (the 50.00)
