Account overpaid and I am being asked to refund the balance before I get my payment

I had a buyer contact me about a craigslist purchase. I invoiced this buyer the amount of 350.00 usd. I recieved a notice from paypal that the buyer had overpaid to handle their agents shipping costs and Paypal needed a western union invoice to prove that the buyers agent here had recieved the shipping money. I Provided that information and western unioned the payment to the buyers agent here in the us. Now I go in and paypal has sent me another message that this buyer has overpaid my account by 2850.00. They won't release the fund from my sale until I refund the buyer the overage amount. I do not have the overage amount to refund the buyer. How does Paypal let that money go in to my account when there are no other invoices and the invoice for the dresses was all ready technically paid? I am out the cash for the shipping agent all ready and now am being asked to send an exorbitant amount on good faith. I feel a scam brewing and I just wanted to know if anyone has had a similar experience or knows how I might right this situation. I am unwilling to put anymore money out there.
