"HOLD" First time I have had a "Hold" on funds from buyer. What's going on? What am I to do?

This is the first time I have EVER had paypal put a :"HOLD": on funds. I do not understand. Is this a problem that they think it is not a leg buyer? Legit funds? They seem to ask if I have shipped. I was in the process of checking to print shipping label so I can mail tomorrow (Monday). I stopped and replied to paypal's questions that "No I have not yet shipped." I emailed the buyer to ask if they have a problem with the transaction and apologized for the situation that I have no control over.......or knowledge of what is going on.
What is the seller to do? Do I ship? This is very confusion and I see no real information about what is going on with this situation.

If you click the details of the transaction, does it instruct you to ship, or to hold off on shipping? Is there a case in the Resolution Center?
