Receiving payment form non-USA bid winner with verified USA address and paypal.......

He is being blocked (somewhere) from processing his payment through paypal........he has asked that I

"over-ride" something to allow payment.......my current ebay seller settings block non-USA bidders, but I have

exempted his user ID on ebay.......what else can/should I do? Thanks
