If this is paypal's new policy I will not use paypal anymore. I will not ship my package without payment PERIOD.As far as I am concerned E-bay is TOAST with this new policy.

I just did the same thing:( I sold a diamond wedding band. He wanted it shipped to the Phillippines, so I did because of the policy. Now I have no ring and out 1600 dollars:((

You are required to ship within 7 days. If you don't, you get a black mark.
Keep it up and you get banned.

I think the ban should go the other way around. Leave the good sellers do what they have always been doing and that is selling stuff and shipping stuff like real places allows.. instead interferring with the selleres funds and there shipping the stuff out. Yea yea I know read the users agreement.. I already did and what your about to say well it's at 10.6 LOL

LOL I like how professional these "advisors" for paypal are! Some great replies form them lol ahahaha this payment holding is a joke! Most sellers like me rely on the instant payment to ship product and most importantly knowing that it is a safe transaction from the buyer!

I'm sure that Paypal has already anticipated the loss of a lot of business as a result of this policy. The people paid to make these decisions are fairly competent. It is my opinion that they either no longer wish to service Ebay, or they are in financial trouble (i.e... Law suit).
They obviously need to hold on to the seller's funds in hopes of keeping their heads above water. Regardless, the best way to vote is with your feet. Walk away. It was good while it lasted.

You missed the obvious choice - to get rid of the sellers that don't know what they're doing.
No, the reality is much different - this is an anti-scamming move. Scammers won't wait around for 3 weeks and they have nothing to send. This setup exposes them in such a way that they can't make a scam work, so they'll go bother people somewhere else.
It's already working - the scammers are migrating to other sites and leaving ebay.
The sellers that survive this will have a cleaner site to work with and the experience will toughen them up a bit. That's also required - onlone selling is becoming a very competitive business - it's not for the weak or the uneducated any more.
