Buyer is confirmed US address BUT also non us - verified underpayment

ok, I sold a bass guitar on ebay to someone and when I went to paypal to check the payment received it said

they were eligible for seller protection

they had a verified US address


BUT
under payment it said "The sender of this payment is Non-U.S. - Verified"

what does this mean?

Is it safe to ship to them?

Ive never seen this before and I cant find anything on google
