Block unwanted buyer from sending $$?

I need to block  a buyer from sending  me money. This guy won 2  auctions of old cameras but lives in Germany. Packed these weigh. about 9LBs and run more than $50 to send via priority mail. The buyer only wants to pay some $18 for shipping as he thinks I can send it 1st class internation for that rate.... I yold him I must be able to insure and atleast track package which you can't so  with 1st class international even if you were under tyhe allowed weight.... maybe I have my information wrong... that was all the info I could finf at usps.com...

 

Anyway. I refunded his money. blocked him from my ebay site... now he has paypaled methe $112 again which is like $50 short of what the original invoice was and about $20 short of my 15% discount i offered out of the goodness of my heart.... Either there is a huge communication problem or this guy is nuts. I want to refund his payapl $$ and block him from sending me $$.

Unfortunately there is no way to block a specific member from sending money to you. You can choose to block payments from those who do not have an invoice.

 

Here’s how to set your payment receiving preferences:

 

  1. Log in to your PayPal account.
  2. Click "Profile" near the top of the page.
  3. Click "Payment Receiving Preferences" under "Selling Preferences." (Don't see this step? Follow the instructions below.)
  4. Select your preference next to each of the options and click "Save."

Or

  1. Log in to your PayPal account.
  2. Click "Profile" near the top of the page.
  3. Click "My Selling Tools."
  4. Click "Update" beside "Block payments" in the "Getting paid and managing my risk" section.

Unfortunately there is no way to block a specific member from sending money to you.

 

Why not?

 

I paid about $3000 in fees to paypal last year, and being able to block unwanted payments seems to be a basic and reasonable service to provide.
