we are using REST APIs
Some questions:
1) is possible to only accept payments from verified paypal accounts ? Or, if not, can I see, in the authorization response, if the account is verified or not?
2) can I block the use of custom credit cards without any paypal accounts? I don't want unregistered paypal users to buy by using custom credit cards (most of the time, stolen)
3) is 3dsecure enabled by default ? We are receiving multiple chargebacks (all from unverified paypal accounts) due to unauthorized charge con credit card. With 3dsecure there is liability shift, why paypal doesn't apply this and always charge us ?
