Website Payment Issue: Merchant Account Error Message

Hey guys,
I've recently switched my PayPal to a business account for a new online business venture, confirmed my bank accounts, tax file number, and provided my API details to my developer for account linking, but I'm receiving the following error message on website test payments:
"This transaction cannot be processed. The merchant's account is not able to process transactions. (Transaction Error) something is wrong."
Can anyone please advise me on what could potentially be the problem here? I've contacted PayPal with no clear answers so far.
