Some development questions for mobile payment

Is it possible to make this the base and Paypal itself adds all costs, like:

- international Tax (Payment in Germany)

- Paypal costs

- show the user the real endprice

? Otherwise how to calculate for every country if i need a bare payment of exact 1.00 EUR on my business side?

Is there an option to request this on Paypal-Api?
