Registration for Paypal Payouts API is stuck in review

This is a cry for help. Over two months ago, we attempted to enable PayPal Payouts via the link provided on this page. After providing the requested information regarding our business model and integration plans (a WooCommerce Store where we are introducing a product partner, who we'd like to compensate for their share of sales using a multi-vendor plugin that relies on PayPal Payouts for automated payouts), our application to have this feature enabled is still stuck in review, and I can't seem to get anyone's attention at Paypal to help.

The message on the Payouts link for us now states:


We're reviewing your documents

Thanks for providing your information. You should hear back from us within a few hours, but in some cases, it might take up to 2-3 business days.

 

It is has said the same thing since mid July. I have tried to contact customer support via chat and phone multiple times. I have been sent to merchant integration technical support. They have sent me back to regular customer support. When I've spoken with a live person, they send me to another department. I wait on hold for 20 minutes, then the call drops.

 

I have set up the Payouts API in developer Sandbox mode, but that is as far as I can get without authorization.

The last message I received from support stated, "Thank you for your response Sally. I understand that this can be frustrating. I have looked more into this matter for you. That ticket matter has been resolved." However, our application status for Paypal Payouts remains stuck!

 

Has anyone else had this experience recently? If so, what did you do to resolve it? Would it would be wiser and more profitable to abandon all hope?

I would suggest to please contact our PayPal Customer service via link - https://www.paypal.com/us/smarthelp/home  (then choose at the bottom one of the contact methods - email or phone) who should be able to help you regarding the request.

They will be able to assist you further as they are specially trained to address this type of account inquiry.
