Paypal API - how to obtain billing address for a payment?

When I hit "/v2/checkout/orders/#{order_id}/capture" I only get back the Shipping address. This is for both live payments and sandbox payments.

I simply want to obtain the billing address information from a payment/order. Is this possible? I've seen that some people have to contact paypal to enable it or something? I've been looking all over for this and can't seem to find anything.
