PayPal transaction showing as "Hasn't accepted"

We have integrated PayPal payments API in one of our node.js application and we have successfully tested the same as well. The process is, first user makes a normal payment by redirecting to Paypal portal. Once this transaction was a success then we will initiate a payout. Both of these operations were implemented using V1 REST API. But recently when one of client tested the application, the payout didn't happen and "Hasn't accepted yet" message is showing in PayPal transaction page for the first transaction. When I checked, normally we get the message when the recipient account was not verified. But in our case, we have already successfully tested this earlier and we are not sure what happened this time. So it would be great if you can point out what went wrong here.
