If outside US, charge user the fees? Is this needed? [Payouts]

How can I programmatically using the PHP SDK for Payouts make it so it sees if the person I am sending to is outside the US or not?
I will pay as the sender the $ 0.25 fee for US users, but I want to see if the person is international first so I don't pay that.
Edit:
Or maybe this isn't necessary? I checked here, and it looks like all of the fees hover around USD .25 when accounting for exchange rates.
Is this consistent? Am I correct on this?
