Freelancer setting up Paypal for another business

Hi,
I'm a freelancer trying to set up Paypal for another business's website, and I want to know the best way to do this as a third party. What permissions do I need in order to take this application to production and go live?
From my research, I'm under the impression that I will need third-party access:
https://developer.paypal.com/api/nvp-soap/paypal-payments-standard/admin/third-party/
If the business grants me third-party access, is this all I need to complete the productions steps (below) and take this application to production?

Will the business have to create a developer account or can I do that on their behalf with permissions?
