10548 Invalid Configuration

Hi Everyone,

I have some of my customers unable to purchase from my store as it comes up with the 10548 Invalid Configuration.

I use E-Junkie but they say its a Paypal issue.

Every answer I see says that you need a business account which I have and both phone numbers listed which i did.

What else can it be?
