Paypal Cash Debit Card is declining and the "card specialists" have been 0 help

So I have a PayPal Cash debit card. Been using it for a month now. Used it at the Circle K gas station dozens of times already.Today I just wanted $10 in gas. Declined twice. Called and spoke to customer service. Was told they don't know why, the funds are clearly available. She told me to use another gas station.

 

Went to 2. Both declined. Called again. New specialist told me Circle K gas station was "marked for security reasons" and that to proceed he would need to send my number on file a security code. 

 

Both numbers he says are on my file are no longer in use. I logged onto my account, neither numbers are even there. He then tells me my new number can't get the code "because thats just what his system tells him", and that he cant see what the "security reason" are that keeps declining my card.

 

So I ask who then can i speak to so I can have my new number to accept these codes. He then tells me no one because only I can do it on my computer.

 

I log again on my pc. My new number already says "primary number" and all other numbers are long deleted.

 

Now i cant call back because theyre closed, and cant access my money because this card keeps declining.

 

Anyone deal with this? Whats the fix and how do I get PayPal to help? I've spoken to 4 people and none have been able to do a single thing.

Does your cell phone company billing address match the address you have with PayPal?

 

PayPal allows three phone numbers to be added to your account. Try adding your phone number (the same number) to all three spaces (Mobile, Home and Work). The first phone number entry should say Mobile, Primary with the two check boxes below being checked to receive notifications.
