Error trying to use 'Register for PayPal Shipping with a new UPS account'.

I get the UPS Shipping Agreement and when I click on 'Agree & Complete Registration'

I get this error: "We’re unable to process your request. Please try later."

I have tried numerous times with the same result.

Thanks in advance for any suggestions as I need to ship via UPS.
