wondering is there prepaid card I can buy and withdraw paypal account right away

The PayPal Prepaid card requires identity verification before the permanent card (the permanent card is necessary for atm withdrawals) is issued and mailed.
You may want to look into withdrawing account funds at Walmart. Details linked below.
