printing ebay labels - how do i set up a paypal account for this?

i am trying to print labels on ebay. the message i receive is "Please complete the setup of your PayPal billing agreement in the secure PayPal popup." i don't know what this means. is this something i do on paypal or on ebay and how do i do it? thank you for your help!

When you click Pay and Print on eBay label, log in to your PayPal account when prompted to set up the PayPal billing agreement as well as select your payment method. The billing agreement is so that it automatically deducts the funds from your PayPal via payment method you selected.

This payment method could be updated or even deactivated (to set up a whole new billing agreement when needed) of course, if you so choose, in your PayPal account settings (wheel icon) > Payments > Automatic Payments
