Funny thing , after i posted my remarks on this forum. wham bam my pay after deivery method starts to work for all my ebay purchases. Prior to that i had atleast 100 ebay purchases, came up maybe 3 no more than 5 times. Like i said they make it up as it goes, I figure they know tax refunds are coming back and people have cash to burn so they loosen it up. Mark my words after this post i wont be able to use . ill bet you.

I was able to shop on shoebuy.com and use pay after delivery for a fairly large order. I wanted to go back and order two more things for considerably less and now the PAD option doesn't work for me.
Try that if you like their merchandise.

Unfortunately, out of checking dozens of shops, the PAD only worked for me once. None of the suggested merchants worked for me.
My account is in good standing.
A Paypal representative to whom I spoke believes the option runs on a transaction-by-transaction basis.
I, personally, think it's rather disingenous of Paypal to offer such an elusive program and tout it as if it were an accessible program which it is not.
Though I was lucky to order from a place with everything I needed (and for that I'm truly greatful for the convenience in the rare case it has worked and for practical puroses I need this program), nothing is clear about this.
It takes a lot of time to shop around only to find out that e-checks/PAD aren't generally accdepted. This is ridicously frustrating. There should be some clear cut standards expressed -- but maybe there's a method to their madness only the conglomerate can understand.
