PayPal Business Access Card

I have received an email, purporting to be from PayPal, saying that my Access Card will cease working on September 9th. 

It says I have to click on a link in the email to apply for a new type of card. 

Is this true or a scam?

They are converting the Access card to the new Business Debit card
