Applying for a prepaid mastercard yet it says - We can't update your account.

I simply want one card for PP money in and out. Simplifies tracking of spending. So, thought this card would do the trick since it acts like debt card again my PP balance. But, it will not let me apply. I have filled out all identification fields, I think.
Help! I was on the phone ( hold ) w PP for 50 min and gave up.
