Deduction from payment

I sold an item on eBay and decided to use the PayPal postage option as my money was being withheld due to the fact I am not a seller, the sold amount was for £150 + £5 postage 

i paid PayPal £9.92 postage but however I tried the label would not print out and after investigation I found out this was a common problem so I cancelled the postage stating I could not print out the label and that was okay as this postage was refunded to my account a few days later.

After cancelling the postage I went onto the Royal MailOnline postage services and purchased my postage which was actually cheaper at £8.17 and printed out the label no problems

I then updated PayPal with the delivery details as it was received the next day after posting so that could release my money.

they have now released my money but have deducted the original postage amount of £9.92 and I cannot get it back.  I have been messaging them since yesterday and I am getting nowhere, every time it’s a different person and they just don’t seem to get it even though I have sent them screenshots of my credit card statement, the Royal Mail postage receipt.  I have asked for one person to take ownership or for supervisor to contact me but I am getting nowhere.
