Create a sale to a specific email account

I Have been searching through documentation and I can not find the anser to where to start.
While looking at all of the docs I see no way to specify which account to pay.
My previous product was quite simple (created in 2012 2013)
Create an order on the website.
Send the order to paypal (With an address the order should pay).
After submission the buyer is sent to paypal and the paypal is created to pay the user who is selling the products. NOT MY ACCOUNT.
We take no part of the purchase. We simply initiate the order, and give updates and management information for the order.
The payplad had a rest endpoint and a return page for the user.
Upon returning the order was looked back up based on the unique id.
I have looked through the docs and can not find any that allow me to specify the details.
Can someone just point me to which of the options paypal offers will allow me to create a sale/purchase/invoice on behalf of another. (without them having to specify a client secret and key).
