Why did I get declined after years of using without missing payments

I've had more completed pay in 4 transactions than I can count. Never missing a payment and paying off several of them early. Now all the sudden I get declined. I'm so shocked because I've used this option for several years and never had any issues

There can be a few reasons. Maybe your credit score went down and PayPal does soft credit checks when they review your Pay in 4 application.

Or the Pay in 4 you wanted was too high an amount compared to your usual plans.

Or you haven't really used PayPal a lot recently and from what I've read, PayPal likes to approve Pay in 4's when the person is a frequent user of its platform.

Go to the secure message center in your PayPal account, there should be a message explaining and listing the reasons for your denial. What were those reasons or reason?

By the way, not sure if you know this but if you login to your PayPal app(has to be the app only), go to the Pay Later section and sometimes there is a prequalified amount showing. That is usually an indicator of how much you can spend on a Pay in 4 plan(not always but it's pretty accurate). Do you have a prequalified amount? And if so, maybe you went above it when applying. Not everyone has a prequalified amount by the way.

Need more data from you before anyone can give you a better answer.

I understand that PayPal has a limit for how many "Pay Later" transactions they accept in any given day/week/month.  I am not sure if this is self imposed or US federally imposed.  It sounds to me like they hit their limit, and you were refused for no other reason than that.  PayPal has rules and regulations they have to abide by, the same as any other financial institution.

I would contact PayPal support by going to PayPal.com, click "help" scroll down to "contact us" click that and use phone, email, or chat to submit your issue.  Make sure to include the transaction ID number.  They will then advise you as to what happened and why.  But based on what you have said, it sounds to me like they hit their daily limit, and had to refuse the payment.   Have you tried the purchase again?  I would, chances are it will succeed this time.
