USA - Cannot ship, "sorry this feature is not available in your country"

I've been able to make labels in the past but I'm getting this message and cannot access the shipstation.

I'm in the United States shipping to the United States.
What is going on?

Welcome! Thanks for visiting PayPal's Community Forum. I'm sorry to hear you've run into some issues accessing Shipstation with PayPal. You don't happen to have a VPN active on your browser by any chance, do you? If so, I'd recommend turning that off and trying again. If not, please try clearing your browser's cache, cookies, and history before reaching out to our Customer Support teams for assistance.
