How do I Avoid Charging Customers a Foreign Transaction Fee?

We're a Canadian business account, but we do 99% of our sales to US customers via our Shopify store. When customers select Paypal as their payment option, and pay via the credit card on their Paypal account, they are incurring a 1% "foreign transaction fee" because we are in Canada and they are in the US.
Is there any way to either a) change our Paypal account to be US-based or b) incur this fee on behalf of customer so they don't have to pay?
