Why was I declined PayPal credit?

I have excellent credit score, no bad-debt (credit cards, etc), and make a good living, yet I was denied PayPal credit. I haven't received any emails explaining why, and when I try to call paypal credit the circuits are all busy. I was asked to upload an ID, so perhaps there is some kind of certification process? Can anyone explain why this would happen?

Thank you for taking the time to post on the PayPal Community. I know it is frustrating your application for PayPal Credit was denied. PayPal will base this decision on a variety of factors. If denied, you will receive an email that helps explain the reason. You may want to confirm this is not within your spam folder. I also suggest accessing your email from a fresh browser session. If it still does not appear, you may contact our PayPal Credit specialists directly. Otherwise, you can apply again after 35 days. I hope this helps.
