Why is my amount to avoid interest amount within a few dollars of my $1116 PayPal Credit balance?

I recently arranged for a $1000 payment to be applied to my PayPal Credit balance. Shortly after that a PayPal phone rep solicited me offering to refund the $1000 (that I’d paid) back to me. I asked if any expense would be incurred by my accepting such an offer. He said nothing that led me to believe such would cost me anything. Now, several weeks later, I find that my Credit acct summary page lists nearly all of my $1116 balance as the amount needed for avoiding interest and it deferred … How is this possible? I’ve always paid on time and been happy managing this another credit account Ms.
